~~ <br />Part 1 <br />Page No. I S <br />Petmit No.: CO-0043648 <br />8. "Potentially dissolved (PD) metal fraction "is defined in the Basic Standards and Methodoloeies for Surface Water 3. I.O, <br />as that portion of a constituent meastued from the filtrate of a water and suspended sediment sample that was first Vested <br />with nitric acid to a pH of 2 or less and let stand for 8 to 96 hours prior to sample filtration using a 0.4 or 0.45-1IIv1 <br />membrane filter. Note the "potentially dissolved" method cannot be used where nitric acid will interfere with the <br />analytical procedure used for the constituent measured. <br />9. "Process Waters" are those discharges which originate from an area of disturbance which includes areas where ore is <br />handled, stockpiled, or processed; waste rock is stockpiled or disposed; topsoil is stockpiled; adits; tailings ponds{ [ailing <br />piles, mitts and mini pits, and stockpiled spent ores. While waters on [he surface running off such azeasfpdes during a <br />unique storm event may be considered as stormwater, waters which percolate through a pile and discharges at the tce over <br />an extended period of time, or water which flows below the ground surface and later resurfaces, are process water.. <br />10. "Quarterly measurement frequency" means samples may be collected at any time during the calendar quarter ff a continual <br />discharge occurs. If the discharge is intermittent, then samples shall be collected during the period that discharge occurs. <br />I I . "Recorder" requires the continuous operation of a chart and/or totalizer (or drinking water rotor meters or pump hour <br />meters where previously approved.) <br />12. "S[ormwater", is a discharge of precipitation induced runoff which results from a unique storm even[. A stotmwater <br />discharge commences soon after the beginning of an event and ceases at the end of the event or soon thereafter, allowing <br />for interflow and discharge. The exception to this is detention ponds designed for [he sole purpose of collection and/or <br />treatment of stormwa[er. Such ponds may discharge for a short time, such as 36 or 48 hours after the event ceases <br />l3. "Thirty (30) day average" means, except for fecal coliform bacteria, the arithmetic mean of all samples collected during a <br />thirty (30) consecutive-day period. For fecal coliform bacteria, i[ is the geometric mean of all samples collected in a thirty <br />(30) day period. The pennittee shall report the appropriate mean of all self-monitoring sample data collected during the <br />calendar month on the Discharge Monitoring Reports. Samples shall not be used for more than one (1) reporting period. <br />14. "Twenty four (24) hour composite" sample is a combmation of at least eight (8) sample aliquots of at least 100 milliliters, <br />collected a[ equally spaced intervals during the operating hours of a facility over atwenty-four (24) how period For <br />volatile pollutants, aliquots must be combined in the laboratory immediately before analysis. The composite must be flow <br />proportional; either the time interval between each aliquot or the volume of each aliquot must be proportional to either the <br />wastewater or effluent flow at the time of sampling or the total wastewater or effluent flow since the collection of the <br />previous aliquot. Aliquots may be collected manuall}' or automatically. <br />15. "Twice/Month" monitoring frequency means that two samples shall be collected each calendar month on separate weeks <br />with at least one full week between the two sample dates. Also, (here shall be at least one full week between the second <br />sample of a month and the first sample of the following month. <br />16. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />17. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in 25-8-101 <br />et al. <br />D. REPORTING <br />Sipnatorv and Certification Requirements <br />All reports and other information required by the Division, shall be signed and certified for accuracy by the <br />permittee in accord with the following criteria: <br />(I) In the case of corporations, by a principal executive officer of at least the level ofvice-president or his or her <br />duly authorized representative, if such representative is responsible for the overall operation of the facility <br />from which the discharge described in the form originates; <br />
