MiEREAS. the Board of County Commissioners for the County of Routt, State
of Colorado. has duly received a petition from Routt County for a Special Use
Permit to operate an asphalt batch plant on land zoned Agriculture/Forestry;
MHER£AS. all necessary data has been submitted and all required fees have
been paid on behalf of the petitioner;
MHEREAS. the petition has been reviewed by the Routt County Regional
Planning Commission which has submitted an advisory report recommending approval
with the following conditions:
1. The asphalt plant shall be operated no earlier than 7:00 a.m., nor later
than 7:00 p. m.. Monday through Friday.
2. The Special Use Permit 1s for three (3) years with an option to renew
subject to renewal of the permit for the gravel extraction and crushing
operation and renewal of the lease.
3. Any complaints regarding noise. dust, smoke. or other objectionable Influ-
ences beyond the property boundaries will be cause for review by Planning
Commission and the Board of County Commissioners and possible addition or
change of conditions or revocation of the Special Use Permit.
4. The asphalt plant shall have a current emissions control permit issued by
the Colorado Depar4nent of Health and said permit shall not lapse during
the use.
MIEREAS. the Board of County Commissioners for the County of Routt. State
of Colorado. held a public hearing on the matter, notice of said hearing having
been advertised according to law;
NQI. 1HEREF~tE, BE IT RESOLVED THAT the Board of County Commissioners for
the County of Routt, State of Colorado. hereby approves the Special Use Permit
for Routt County to operate an asphalt batch plant on the following land:
NW4 NW4 Section 12, Township 6 North. Range 88 West of the 6th P. M.
BE IT FURTHER RESOLYEa THAT the Board of County Commissioners for the
County of Routt. State of Colorado. approves the Special Use Permit based upon
the facts and testimony presented at the public hearing having received no
opposition to the proposal. subject to the following conditions:
1. The asphalt plant shall be operated no earlier than 7:00 a. m., nor later
than 7:00 p. m.. Monday through Friday.
2. The Special Use Permit Ts for three (3) years with an option to renew
subject to renewal of the permit for the gravel extraction and crushing
operation of renewal of the lease.
