Policy decisions <br />are to be made in regularly scheduled (Section 1.1) or special <br />meetings (Section 1.2). It is my belief that neii:her of these pro- <br />cedures were properly followed in this matter. If a change of condition <br />were to be considered by the Board, the appropriate procedure would <br />have been to schedule a public hearing with ninety days' notice. That <br />can and should be done to rectify this error. <br />I respectfully request that this memo be made a part of the official <br />record of the Board in accordance with Section 4.6 of the Rules of <br />Procedure. <br />cc David ueitzel <br />George Hass <br />V.
