The Northwest Intake portal was sealed in May 1990, but was not <br />reclaimed until the mine filled with water to the portal elevation. The water <br />level reached the portal near the end of 1992 and long term drainage was <br />established as NPDES outfall 002. The portal was backfilled in <br />accordance with Figure 14-2, regraded and seeded in the summer of <br />1993. See Exhibit 13C for the location of the reclaimed Northwest Intake <br />portal and outfall 002. Outfall 002 will handle perpetual mine water <br />discharge that is siphoned from the mine workings through the reclaimed <br />Northwest Intake portal. <br />(b) Powderhorn Coal Company has typically chosen to use those reclamation <br />cost estimates prepared by Colorado Division of Minerals and Geology <br />(DMG). Those costs are agreed upon by both parties prior to approval of <br />any revisions or subsequent renewals. Should Powderhorn Coal <br />Company desire to use cost estimates other than those prepared by <br />DMG, a detailed estimate with supporting calculations would be provided. <br />Original reclamation cost estimates and associated unit volumes are given <br />• in Appendix 14-2 for the mine facilities in 1981. Appendix 14-3 includes <br />original cost estimates for CRDA Nos. 2 and 3 {approved in PR-01 in <br />1985). The original cost estimates for the South Lease Exploration <br />reclamation are given in Appendix 2-1 and 2-2, Tab Section 2. Appendix <br />14-4 includes original cost estimates for the Permanent Flood Control <br />Dike (TR-02) and the 2 West Portals(TR-14). Volumes and areas may <br />still be valid in these Appendices. The Operator does not plan to <br />construct CRDA-3 at this time since the mine is idle and is not expected <br />to operate in the foreseeable future. Therefore estimated cost of <br />reclamation for the proposed CRDA No. 3 refuse pile is not required. <br />(c) Upon permanent closure of the mines or discontinued use of an individual <br />disturbance area, reclamation will be started within one year. The initial <br />phase will include sealing of the portals and removing surface facilities. <br />The seals will be installed in accordance with part (g) of this <br /> <br />14-4 <br />(Rev. 11 /01) <br />
