<br />Cover of the refuse piles was implemented in three stages. First the <br />outslopes and benches were graded to design slopes. Overburden <br />material was then hauled to the toe and along the benches and <br />spread over the surface of the piles to the design thickness. The <br />overburden thickness was the total cover requirement less the <br />available topsoil cover thickness. The third stage was the <br />distribution of the topsoil using the same method of placement as <br />used for overburden. Temporary roads were installed within <br />permitted disturbance boundaries as necessary to access the <br />benches with trucks and heavy equipment. The MSHA berms <br />installed on the roads during pile use were graded into the inside <br />edge of the road and a minor amount of filling was done along the <br />road to direct runoff flows across the former road rather than down <br />the road. Where benches are intersected by the road, the areas <br />were graded and covered to establish continuous benches across <br />the pile. Cover material for CRDA 1 and CRDA 2 was obtained from <br />the Cameo Borrow Areas (CBA) Nos. 1 and 2, Coal Canyon and <br />Topsoil Piles 2, 7, 8 and 9 as necessary. Cover material for CRDA 2 <br />was also generated during the construction of the upper diversion <br />ditch as shown on Exhibits 53 and 60. Table 14-1 lists the cover <br />volume for these piles using the design 18 and 24" cover <br />requirements. <br />Soil sampling was performed during 2002 on the cover material <br />placed on CRDA 2 which included material from the upper diversion <br />ditch. Sampling for pH, EC, SAR and textural analysis was <br />performed on a frequency of 1 per acre, approximately 200' centers <br />and 18" depth intervals. The soils were classified as Silt Loam or <br />Silty Clay Loam. See Appendix 9-7 for the results of the soil <br />analyses. <br />I ~ 14-11 (Rev. 5/03) <br />
