Dowe Flats Quarry (Pemlit <br />No. M-1993-041) into the C-Pit of the Lyons Quarry. CEMEX estimates that a range of 250,000-400-000 <br />cubic yards of material will be disposed in the C-Pit in order to cover the exposediwater. <br />I <br />The Division has some additional comments regarding the additional fill material ,that is to be placed in the C- <br />Pit. In particulaz, the Division is concerned that the water elevation in the C-Pit n!ill rise and may seep out <br />through unconsolidated sediments within the highwall or into the upper alluvium.) The letter states that <br />CEMEX will monitor the presence of water in the pit and keep fill below levels where existing ponded water <br />could migrate into the surrounding unconsolidated material. CEMEX should also~perform daily visual <br />inspections of the property to determine if any springs or seeps develop. If springs or seeps are noted, <br />backfilling must cease and the Division must be notified within 2 working days. Please also inform the <br />Division as to the limits on the rock size to comply with the standards of Rule 3.1.5(9)(f) to ensure that <br />material will be placed and stabilized in a manner to avoid unacceptable settling and voids. <br />During the meeting between the Division, CEMEX, and CEMEX's consultants, all parties agreed to the <br />submittal of a technical revision to the pernlit by April 1, 2007 to address the following: <br />I <br />o ensure that impact to groundwater is minimized and address installation of monitoring wells in the <br />alluvial formation, ~ <br />o further evaluate the source and migration of water into the C-Pit and develop plans to <br />minimize/eliminate the source(s) of water migration, <br />o provide a new cement kiln dust (GIGO) disposal plan that eliminates contact with water in the C-Pit, <br />and <br />o evaluate a new CICD disposal plan that eliminates dust suppression by water (this maybe submitted at <br />a later date due to coordination efforts with the CDPHE).
