' rock, litter or bare ground). Noxious weed species will be recorded but will not count towards
total vegetation cover.
t Recording Total Cover data by plant habit or species allows evaluation of species diversity and
relative contribution to the vegetation community through simple analyses without further
measurement Additionally, statistical adequacy of samples is readily evaluated. First-hit,
' point-intercept sampling may also be used efficiently in undisturbed vegetation communities if
it becomes necessary to adjust Total Cover success standards to local project site conditions.
For these reasons, first-hit, point-intercept measurements are the preferred and least expensive
' method for evaluating Total Cover and habit diversity. Therefore, it is proposed that Total
Cover be measured using the first-hit, point-intercept method when evaluating revegetation
success.
Revegetation success monitoring may be conducted as soon as vegetation is considered
adequately reestablished. If success criteria are not met, appropriate corrective action plans will
be developed and implemented as necessary. Vegetation growing in the second or subsequent
seasons that is capable of mceting or exceeding revegetation success criteria will be considered
to be permanent, and it will not be necessary to subsequently reevaluate such vegetation.
t Total Cover sample mean and standard deviation will be determined for each arra sampled.
Adequacy of sample popuations will be detemuned in accordance with the starrdard formWa
for calcWating sample size:
Where:
N = number of samples collected,
' t =the two-tailed distribution value for 80% confidence with N-1 degrees of freedom,
s =variance of the estimate calculated from the initial samples, and
' x =the mean of the estimate calcWated from the initial samples.
Sample populations will meet or exceed minimum size requirements for revegetation success
' sampling. A minimum of 15 samples and a maximum 50 Total Cover samples will be taken
within each proposed revegetation liability release area.

1
' American Soda, LLP. 5-13
Soil Conservation, Plosion and Sediment
Control, reclamatron wd Revcgetasion Ran
' October 28, 1998
