1 <br />1 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1 <br />1 <br />1 <br /> <br />• Cultural -Preventing unnecessary disturbance and planting acceptable aggressive plant <br />species for site colonization; <br />• Chemical -Applying appropriate herbicides by a licensed applicator. All herbicides will be <br />applied in accordance with manufacturer's recommendations artd in accordance with <br />applicable laws; <br />• Mechanical -Mowing, pulling, disking and plowing; and <br />• Biological -Introducing insects or other biologic agents that are known to inhibit or prevent <br />the reproduction of noxious weed species. Use of biological controls will be coordinated <br />with the Colorado Department of Agriculture's Insectory in Grand ]unction or other <br />knowledgeable agencies. <br />Weed control methods and prnctices will be timely implemented to maximize their <br />effectiveness. When herbicides ate used, they will be applied in a manner that conforms with <br />BLM Manual H-9011-1 and applicable federal, state and local laws. The entry of herbicides <br />into surface waters will be prevented, with adequate buffer strips being used when application <br />occurs in proximity to water bodies. if weed control becomes necessary within riparian <br />corridors, hand application om specific targets will be employed using herbicides at ptoper <br />application rntes and with techniques that ate acceptable for such use, <br />5,1.5 Livestock Management and Control <br />Livestock grazing on teclairned areas may be a problem. If livestock access to newly reclaimed <br />areas bewmes a potential risk to revegctation success or site stability, active dispersal methods <br />or ezdosure fencing may be used to protect newly revegetated areas. Fencing may also be <br />used to control access to undeveloped and developed water resources as is necessary to ensure <br />the stability of revegetated sites associated with such areas. Normally, one-strand or two- <br />strand solar/battery-powered electric fence will be adequate to control livestock access to <br />reclaimed areas during the establishment period. Once vegetation is adequately established, <br />fencing may be removed and used to control access at other locations as needed. <br />5,2 REVEGETATION SUCCESS CRITERIA AND FINAL MONITORING <br />' Periodic inspections, monitoring, and routine and corrective maintenance will be performed <br />during the final reclamation phase of the Yankee Gulch Project. Inspection of reclaimed areas <br />will be performed at intervals adjusted to the level of reclamation activity, and climatic and <br />environmental conditions that affect the project compocents being reviewed. Written records <br />of inspections will be kept on file. Prioritized corrective action plans will be formulated as <br />needed based on inspection of ongoing activities. During inspection of pemlanentiy reclaimed <br />' lands particular attention will be paid to stability, adequacy of erosion and sedimentation <br />controls, and trends in vegetation establishment and growth. When these qualitative <br />inspectons indicate an area appears to meet revegetation success criteria, quantitative liabihry <br />release monitoring may be initiated at American Soda's discretion. Three to five years is the <br />' anticipated time frame within which vegetation monitoring for reclamation liability release <br />applications will be initiated.
