American Soda recognizes that the design and implementation of <br /> erosion and sediment control measures is a dynamic process and that annual review and <br /> consultation with agencies must be incorporated into project planning to ensure that prescribed <br /> measures adequately meet The Plan objectives and goals. <br /> Examples of physical BMPs include conswcting water bars across roads, placing geotextile <br />' fabrics or other types of temporary cover on cut or fill slopes, and installing silt fences and <br /> straw bale filters down-gradient from disturbed areas. Effective usage of BMPs must be based <br /> on the consideration of existing site-specific conditions and must be cost effective. Factors that <br /> need to be considered in establishing BMPs include the occurrence and movement of surface <br />' and ground water, geology, soil physical characteristics, climate, topography, vegetation and <br /> habitat. Scheduling and timing are important, as are adequate site-specrfic design and <br /> application. Typical BMP construction schematics referenced in subsequent sections are <br /> contained in Appendices A ttuough E of The Plan. <br /> There are a number of general planning and operating considerations that are applicable to both <br /> soil conservation and erosion and sediment control structures, practices and planning. General <br />' considerations described herein will be implemented to minimize environmental impacts during <br /> construction and operntion of the project, and during project component closure and <br />' restoration. Planning and operating considerarions include, but are not limited to, the <br />following: <br /> <br /> Equipment, supplies and personnel will stay within the disturbance area boundary at all <br />' times to prevent disturbance to non-0perational areas; <br /> Temporary erosion and sediment controls will be installed prior to disturbance or as soon <br />' as practicable thereafter; <br /> Temporary erosion and sediment controls will be timely maintained until replaced by <br />' permanent controls or practices; <br /> Periodic inspections will be performed to ensure that controls are adequate and are <br />' functioning correctly; <br /> Construction disturbance will be limited in areal extent to that which is operationally <br />' necessary; <br /> • Operations and activities will be minimized during periods when inclement weather or <br />' adverse ground conditions exist that could adversely affect natural resources or the ability <br /> to use them; <br />' Good housekeeping practices will be followed, including performance of routine job clean <br />up and contemporaneous reclamation; <br />• Adequate materials and supplies will be kept available on site for construction and <br />maintenance activities; <br />' Facility and transportation structures will be planned and located to minimize surface <br />disturbance;and <br />' nma;can soda.
