CDPH6E - 6 - February 9, 1996 <br />• <br />Estimated uncontrolled emissions for the third screen are 20.0 <br />and 5.60 tons/year TSP and PM10, respectively. Controlled <br />emissions for the third screen are 1.12 tons/year TSP and 0.314 <br />tons/year PM10. <br />The throughput rate of the rotary breaker is 475,000 tons/year. <br />Uncontrolled emission factors for crushers are given on page 15 <br />of the Tistinic memorandum. For primary crushing the emission <br />factors are 0.02 lb/ton TSP and 0.009 lb/ton PM10. Uncontrolled <br />emissions from the rotary breaker are estimated to be 4.750 <br />tons/year TSP and 2.138 tons/year PM10. A control efficiency of <br />758 was suggested in Mr. Hancock's 12/7/95 fax letter. Uainq <br />that control efficiency, the controlled emissions are 1.188 <br />tons/year TSP and 0.534 tons/year PM10. <br />The throughput rate of the double roll crusher is 962,500 <br />tons/year, with 487,500 tons/year of that throughput as primary <br />crushing and the remaining 475,000 tons/year (from the rotary <br />breaker) undergoing secondary crushing. The primary crushing <br />', emission factors are given in the above paragraph, and the <br />secondary crushing emission factors are 0.06 tons/year TSP and <br />0.0168 tons/year PM10. Uncontrolled emissions are estimated to <br />be 19.13 tons/year TSP and 6.184 tons/year PM10. Using the <br />• suggested 75$ control efficiency, the estimated controlled <br />emission rates are 4.781 tons/year TSP and 1.546 tons/year PM10. <br />The final permit is for the loadout silo facility. The requested <br />throughput level is 1,825,000 tons/year. Uncontrolled emission <br />factors were calculated from Equation 1, §13.2.4 of AP-42, as <br />0.0029 lb/ton TSP and 0.001371 lb/ton PM10. Uncontrolled <br />emissions are estimated to be 6.017 tons/year TSP and 2.846 <br />tons/year PM10. A 758 collection efficiency for telescoping <br />chutes is suggested in the Tistinic memorandum. This control <br />efficiency yields controlled emissions of 3.398 tons/year TSP and <br />', 1.607 tons/year PM10. <br />Enforceable controlled emissions total 32.19 tonsiyear TSP and <br />14.01 tons/year PM10.
