This letter is to clarify the processes and <br />equipment covered by each permit application, and methods for <br />estimating emissions. <br />Fugitive Emissions Permit Application <br />• <br />The Air Pollution Emission Notice and Control Plan for Fugitive <br />Emissions covers emissions from coal processing and site <br />preparation. There will be a maximum of 5,000 tons per day and <br />190,000 tons per year of topsoil removed to one of three <br />stockpiles during preparation of the site. These stockpiles will <br />not be disturbed until the mine site is reclaimed. The maximum <br />stored in these stockpiles at one time will be 190,000 tons and <br />the maximum stored per year will be 190,000 tons. Topsoil will <br />also be removed during the construction of a gob pile, at a <br />maximum rate of 1500 tons per day and 2750 tons per year over 33 <br />years. This topsoil stockpile will have a maximum of 5100 tone <br />stored at one time and 5100 tons per year. The stockpile will <br />remain undisturbed for up to two years. <br />Overburden removed during the preparation of the site will be <br />used in filling other areas of the site. The maximum removed per <br />day will be 15,000 tons, with 894,000 tons removed per year. <br />Overburden removed for the gob pile will be stored in a stockpile <br />with a maximum of 35,600 tons stored at one time. This <br />overburden stockpile will remain undisturbed for two years. <br />Drilling in preparation of the site will involve up to 356 holes <br />drilled per day, 60 days per year and 1200 hours per year. <br />
