CO 80202-2466 <br />Dear Mr. Jackson: <br />ENV001.01 <br />In a letter dated September 10, 2001 the EPA authorized American Soda to perform an <br />injection pressure test to demonstrate that pressure could be raised in operating wells <br />without causing formation fracturing. On September 26 and 27, EPA technical <br />enforoements staff representative Ken Phillips witnessed the test as it was performed on <br />injection well 20-30 (EPA Permit #C03858-04557]. The test was conducted as follows: <br />• Blocked in the well production valve and pressurized the cavity to 700 PSI <br />• Blocked in the injection and aone-hour pressure bleed-0ff was recorded. This <br />pressure bleed-off established apre-test "baseline" pressure loss <br />• Pressurized the cavity in 10 PSI increments up to 800 PSI <br />• Each pressure increment was bleed off for one hour <br />• Bleed off data was compared to the pre-test "baseline" pressure loss <br />The data from the pressure test is provided for your review on the table enclosed with this <br />correspondence. The results of the test indicate that the 800 PSI injection pressure for <br />Well 20-30 caused no formation fracturing.
