In conclusion, WFC relies on the every growing seismic data bank and blast designs to design <br />future blast, rather than use a generic scale distance factor. <br />Blasting operations at New Horizon will occasionally be conducted within 1000 feet of buildings <br />used as dwellings, public building, school, church or community building and within 500 feet of <br />facilities such as gasoline or water and sewage lines and abandoned underground mines. As <br />per Rule 4.08.1(4)(a), see Attachment 2.05.3(6)(a)-5 for blaster-certified shot patterns used <br />within the minimum distances listed in this paragraph <br />At least 30 days before initiation of blasting, WFC will provide written notification to all residents <br />or owners of dwellings or other structures located within one-half mile of the permit area which <br />explains how to request apre-blasting survey. Upon request to the Division by a resident or <br />owner of a dwelling or structure that is located within one-half mile of any part of the permit area <br />for surface mining activities, WFC will promptly conduct apre-blasting survey of the dwelling or <br />structure and promptly submit a report of the survey to the Division and to the person <br />requesting the survey. If a structure is renovated or added to, subsequent to apre-blasting <br />survey, then upon request to the Division a survey of such additions and renovations shall be <br />performed in accordance with 4.08.2. The survey will determine the condition of the dwelling or <br />structure and document any pre-blasting damage and other physical factors that could <br />reasonably be affected by the blasting. Assessments of structures such as pipes, cables, <br />transmission lines, and wells and other water systems shall be limited to surface conditions and <br />readily available data. Special attention shall be given to the pre-blasting conditions of well and <br />other water systems used for human, animal, or agricultural purposes and to the quantity and <br />quality of the water. There maybe some dwellings or structures within the mine permit <br />boundary that will be destroyed by mining activities. For these dwellings or structures, a pre- <br />blasting survey may not be conducted and written permission to destroy or move these <br />dwellings or structures will be obtained by WFC. The written agreement to destroy/move <br />structures or dwellings maybe found on file or most likely in the surface/mineral agreement <br />made between the land owner and WFC. <br />Due to the proximity of dwellings and facilities to the blasting operations at New Horizon Mine, <br />portable seismic recording instruments will be utilized to monitor blasts when 1) requested by a <br />. resident or owner of a residence or structure, or 2) at the discretion of WFC to determine the <br />(Revised July 2006) 2.05.3(8)(a)-5 <br />
