SECTION 2.05.3(6)(a)
OVERBURDEN BLASTING
Introduction
Prior to removal, the overburden and parting material must be fragmented to a size which can
be handled efficiently by excavation equipment. The majority of the fragmentation will be
accomplished by the use of explosives. When economical to do so, overburden, parting, and
coal will be fragmented by ripping with gripper-equipped dozer or loaded directly. The
objective of this process is to provide fragmented overburden, parting material, and coal ahead
of excavation and loading equipment so that production is sufficient to satisfy coal supply
obligations.
Blasting will be conducted to fragment overburden and partings. It will be conducted in a
manner that will prevent injury to persons, damage to public or private property outside the
permit area, adverse impacts to any underground mine, and change in the course, channel, or
availability of ground or surface waters outside the permit area. Blasting will be conducted in
accordance with all applicable State and Federal laws.
r`J
Pre-blast Surveys
WFC will offer apre-blast survey to alf residence or dwelling owners that resides within one-half
mile of the nearest permit area boundary. Pre-blast surveys will be conducted prior to blasting.
This service will be conducted by a consulting firm and all costs will be paid by WFC. The
surveys will determine the condition of the dwellings or structures and document any pre-
blasting damage and other physical factors that could reasonably be affected by the blasting.
Assessments of structures such as pipes, cables, transmission lines, and wells and other water
systems will be limited to surface conditions and other readily available data. Special attention
will be given to the pre-blasting condition of wells and other water systems used for human,
animal, or agricultural purposes, and to the quantity and quality of the water.
(Revisetl July 2006) 2.05.3(6)(a)-3
