• contact followed by written notice. A copy of the published blasting schedule will be mailed to
the local utility companies and local business, such as San Miguel Power Company, Nucla-
Naturita Telephone Company, and the Nucla Sanitation Department. As you can see, from
Map2.05.3(6)(a)-1, there are seven habitable residences located within a 2640 foot radius of
the blast area over the permit life. Each one of these residences will receive a copy of the blast
schedule and letters telling them how to receive apre-blast survey as well as to whether or not
they wish to be notified not less than 24 hours before each blast. Since the blast area will move
over the permit life, all seven residents will not necessarily be contacted every year. The list of
the people contacted in the 2005-2006 blast notification period is shown in Attachment
2.05.3(6)(a)-6.
Blasters
All blasting operations will be conducted under the direct supervision of competent, trained,
experienced, and certified blasters with proven work records who understand the hazards
involved. The blasters will be certified by the Colorado Division of Minerals and Geology in
accordance with the blaster certification program of Colorado. Persons responsible for blasting
operations at a blasting site will be familiar with the blasting plan and applicable performance
standards.
Blasting Signs, Warnings and Access Control
Blasting area signs and blasting warning signs will be,placed along the perimeter of blasting
areas and permit boundaries, respectively, and at points of access that could reasdnably be
expected to be used by the general public. Blasting area signs shall be periodically moved to
effectively delineate blasting areas.
Audible warning and all clear signals shall be given prior to and following a blast, respectively.
The warning signal consists of three short signals from a horn audible for one-half mile from the
point of the blast. The all clear signal consists of one long steady signal from a horn audible for
one-half mile from the point of the blast. Each person who regularly works or resides in the
permit area or within one-half mile of the permit boundary shall be notified periodically of the

(Revised July 2006) 2.05.3(6)(a)-11
