However, the Divisron resenes the right ro reopen the pennu to mchrde
WET resting, should facility conditions change or if new tnfornmnon becomes available
6) Species Grange jot Out(al! 005: The perntittee requested that, for Darla(( 005, rite test species 6e
changed from Ceriodn r~hnin sp. to Daphnia magna. They submitted sgoporting labornrary data
demonstrating that iugh salinity caused test failures with Ceriodnphnia. while Daphnia magna passed in
concurrent rests on two instances in July 1998. This change is approved. Part 1.A.4.a. of the permit is
amended to reflect this change.
B. r~lonitoring
1. Efflrent Monitoring: Effluent monitoring for the new ott¢a11s will be regrrrred as s/toivn in Tables V/-4 and Vl-
5. Refer to the permit jar locations of monitoring points.
• Nlonitonng_Frequencv Reduction: The permutee requested that the monitoring frequeny for all outfalls except
003 be reduced to monthly for the three parameters for which weekly monitoring is now required (p Fl, oil &
grease and flow). They asked that the weekly frequenry remain f-or ougall 003 because it receives Jlo}v from dte
shop area and the truck wash and the quality may be more rarinble. The other ourfalls primarily receive
surface renoff front dirturbed and undisturbed areas. The permutee cites problems accessing remote areas
where many of these orttfalls are located (even in good wencher became there ore no roads), the luck of
noncompliance with these field parameters, and rite cost ojsanrolin¢ and analysis as the primary reasons jot
this request.
The permutee provided dnra on compliance for existing orttfalls from 1980 through 1998. Ourfn!(s 002, 005,
008. 009. 010 and 011 trod no pN excursrons during this period. Otttfall 004 had six excursions our of 727
measurements. Tire excursions occurred between 1984 and 1987 and were attributed to algae. Orttfnl! 006 had
8 excrrsions, all occurring in 1990 and 1991. These excursions were also attributed to algae. None of t/te
exceedences were attributed to the sources directly. Only Darla(( 003, which receives Jlow from the truck wash
sysrern, has experienced any oil and grease excursions. This were prior to 1991. Installation of oil booms
prevent future occurrences. None of the outfal(s have or had flow limitations. The Division is applying this
request to t/re currently authorized outfnlls. The permittee will install remote monitoring equipmentlorJloty and
pH at the new outfalls 012 through 017. This will enable them to fulfill the weekly monitoring requirement.
However, it still would be diffiadt for them to access these sites on n weekly basis to make v+sual oil and grease
obsen-rations. So. [hey will install and mainmin ail booms at these outfnlls. On this basis, rlre oil mid grease
monroring frequency will be c'lranged to monthly.
The flow to these ponds is pmm~rily surface nmoff from disntrbed mrd undisturbed areas. 777e Colorado
Division of rtiGnerals and Geology (CDh1G) specinlisr assigned to rhrs mine complex has indicated that there
. should be no Jiow that would cause nn upset resufring in unraua( effluent quality. The CD+~IG has ne objeuion
ro a monuonng frequency reductiai
