The operator appears unwilling to supply five quarters of baseline water quality data. <br /> 6. Based on the leach test results. it would appear that the fly ash disposal facility <br /> should be protected from contact with meteoric water through placement in a <br /> RCRA-type facility with leak detection. leak collection and rigorous monitoring. <br /> 7.
