Phis process will ensure compatibility of commercial and <br />industrial uses with surrounding land uses. The specific purposes df i:hese <br />regulations are: <br />A. 7o protect and strengthen the established industries of agricu'ture, <br />commerce, industry, tourism, recreation, and to pro}eCt prC+p~*ty <br />values. <br />D To protect and strengthen the economic viability of 1hs private rand <br />governmental sectors of the County, <br />C to regulate development that would otherwise cause excessive <br />noise, water or air pollution; <br />D To ensure, to the maxirnurn extent pract~rable, chat growth will pay <br />for itself, and that the present residents do not have to subr,idize <br />' new growth and development, <br />E. 7o ensure that High Impact DevelopmenE projects are sited, <br />constructed, developed and operated in a manner that is cons sfent <br />wile the land use policies and regulations of Montezuma County <br />r. To protect the rural character and visual and aesthetic resources of <br />the County and to protect the health, safety, and welfare c:,f the <br />people of the County and the State of Colorado. <br />Gravel production is certainty one o{ the biggest challenges in balancing these <br />purposes, because grave! resources are most abundant and available in river <br />corridors. which are also high in aesthetic and other natural re~~ource vHiuas. <br />From the economic standpoint, tourism and construction related to residential <br />growth are both highly important Tne aesthetic qualities oP the County ~;rttract <br />new residents who increase the demand tar gravel resources needed to build <br />and maintain houses, roads, septic systems, businesses and ether supKSrting <br />infrastructure.
