:- <br />pour State Aggregates LLC and Landowner buvall Truelsen <br />Amended High Impact permit No. 385 <br />Far Gravel Mining Operation and Mitigation ConditYons <br />For property described on attached Exhibit "A" <br />The Montezuma County Commission recognizes the aesthetic value and <br />importance of the bolores River Valley to residents and non-residents alike. The <br />Montezuma County Land Use Code provides for High Impact Permit Regulations <br />whose general purpose is to facilitate the identification, designation and <br />regulation of High Impact bevelopment projects in the unincorporated areas of <br />Montezuma County. This process will ensure compatibility of commercial and <br />industrial uses with surrounding land uses. The specffic purposes of these <br />regulations are: <br />A. To protect and strengthen the established industries of agriculture, <br />enmmerce, industry, tourism, recreation, and to protect property <br />values. <br />B. to protect and strengthen the economic viability of the private and <br />governmental sectors of the County; <br />C. To regulate development that would othervrise cause excessive <br />noise, water or air pollution; <br />b. To ensure, to the maximum extent practicable, that growth will pay <br />for itself, and that the present residents do not have to subsidize <br />new growth and development; <br />E. To ensure that High impact Development projects are sited, <br />constructed, developed and operated in a mannerthat is consistent <br />with the land use policies and regulations of Montezuma County. <br />F. To protect the rural character and visual and aesthetic resources of <br />the County and to protect the health, safety, and welfare of the <br />people of the County and the State of Colorado. <br />Gravel production is certainly one of the biggest challenges in balancing these <br />purposes, becaus© grave! resources are most abundant and available in river <br />corridors, which are also high in aesthetic and other natural resource values. <br />From the economic standpoint, tourism and construction related to residential <br />growth are bath highly important. the aesthetic qualities of the County attract <br />new residents who increase the demand for gravel tesources needed to bu11d <br />and maintain houses, roads. septic systems. businesses and other supporting <br />infrastructure. Road maintenance is also a primary responsibility of County <br />Government, and perForming this service is directly dependent on the availability <br />and cost of gravel resources. <br />These competing purposes and needs must be reconciled by the judicious <br />application of the Montezuma County Land Use Cade which is based on the <br />Montezuma County Comprehensive Land Use plan, formulated by a cHizen <br />working group which spent some 18 months formulating a plan to address the <br />E01-d Al0/E00'd 05A-1 A55E99AEOE S3~8i10A3a 1tla01tlN 100~'i0ad 5l~ll EOOb-YO-~30 <br />
