~.: , <br />1.: •. . <br />,,. . <br />Staff Conclusions <br />The CWCB staff appreciates the concerns that have been expressed by interested patties, '• <br />' residents and county officials regarding the floodplain questions in the Dolores River <br />_ valley. To address these questions, the CWCB has performed a technical review and' <br />offers the following conclusions: <br />1. The CWCB staff finds that the 100-year floodplain information as presented in <br />the U.S. Army Corps of bngineers (Corps) and Federal Emergency Management <br />Agency (PFMA) reports to be reasonable and representative of the lOD- <br />floodplain for the Dolores River. q'he Colorado Water Conservation Board <br />approved Resolution 1'1?R 00-525 dated September 25, 2000 which desighatos the <br />' information in said reports as the 1t10• year floodplain for the Dolores River. The <br />- CWCB does nat recommend that a new floodplain study be conducted for the <br />subject reach of the Dolores River• <br />2. The CWCB staff reconuncnds that a flood mitigation plan be prepared as part of <br />::, ,-... <br />°i-°- t the rcclatnation plan for the gravel operations- The flood mitigation plan should <br />~; ~ ~ address the existing and post-mining areas of the floodplain; the location, type, <br />and size of any temporary or pem~anent levee systems; Lhc lotation and quantity <br />of material stockpiles; any temporary or pertnanent flood protection measures; <br />and the county floodplaitt regulation requirement<. <br />~. The CWCB was not requested to discuss or revieev any oI the information that <br />• may have been presented durin~a, the Colorado Mined Land Reclamation Board <br />hearings. Therefore, this technical review only addresses the floodplain issues <br />related to the gravel mining sites in question.
