999 <br />DOD <br />January 25,2000 <br />Ms. Carla Lenkey <br />Colorado Department of Public Health and Environment <br />Water Quality Control Division -Permits and Enforcement <br />4300 Cherry Creek Drive South <br />Denver, CO 80222-1530 <br />RE: PERMIT CO-0027154; DF.CFDIBRR 1999 DMR SIIRMITTAI. <br />Dear Ms. Lenkey: <br />JAN 31 2000 <br />Dryision of Minerals & Geolo9Y <br />Please find enclosed the above referenced discharge monitoring report for the period December I, 1999 through December 31, 1999. <br />Two pemtit limitation exceedences occurred during this period, one for TSS at Outfall 003 and the other in the quarterly WET <br />testing at Outfall 001. <br />Chris Miller of'Miller Water Monitor Service', Hayden, Colorado performed the sampling in question and noted the water being <br />cloudy on this particular day. This appeared to have resulted by breaking the ice to obtain the water and stimng the sediment <br />in the process. This resulted in an atypical sample. The procedure of waiting for the effluent to clear prior to sampling has <br />been reviewed with Mr. Miller. This should ensure that a representative sample o(the effluent is obtained from this discharge point. <br />Quarterly Whole ERluenl Toxicity (WET) tests were conducted on Ou[(all 001. Outfall 001 pazsed for C. Dubia, with <br />"Concentrations with Statistically significant Difference in Lethality" reported at>100%, but failed (or P. Promelaz with the <br />concentration reported at 100%. Copies of the CDPS WET Test Report Forms (or these tests are included with this submittal <br />No accelerated testing will be performed al Out(all 001 as per the lever dated 4/13/96 addressed to Joe Shoemaker (TCC) from <br />Carla Lenkey (Water Quality Control Division). <br />E(Tective September 20, 1999 Permit CO-0027154 was amended, eliminating outfalls 010, 016, and 017. Sampling at these <br />outfalls has been~ter~minated. <br />Outfalls 002, Od4' 005, 6, 007, 008, and 009 did not discharge during this penod. Outfall 020 haz not been constructed yet; <br />therefore, there is no scharge to enable chemical or toxicological testing to date.
