I feel <br />you have satisfactorily answered my concerns. Therefore, I will be presenting <br />these technical revision requests at the March Board meeting under the <br />"No-problem" format. <br />I feel to clear up any uncertainty, one point we discussed needs tc+ be reiterated. <br />For this particular mine site (ie.: permit No. 76-56}, mulching wif;h straw mulch <br />may not be necessary. Because the areas to be mulched are inaccessible and thus <br />the straw can not be crimped, then mulching with straw may be impractical. The <br />yellow sweetclover and Russian wildrye in your seed mixture will provide some <br />but not all of the benefits a straw mulch would provide. These two plant <br />species will provide the benefits a stubble mulch would provide (ie.: holding <br />the soil in place and providing some shade to emerging seedlings}. However, <br />these two plant species do not provide the added benefits the straw mulch would <br />of conserving moisture, reducing crusting and providing soil stability. <br />The determination of the need for mulching is site specific. In the case of <br />this mine site, mulching via straw mulch may be unnecessary. Therefore, the <br />staff will not pursue straw mulching for this site. You are very accurate in <br />your statement of "Success of revegetation is the responsibility of the operator...". <br />I feel the discussion we had over the phone was very productive.
