Once sufficient coal is removed, the dragline proceeds to strip the next adjacent pit, spoiling the
overburden into the box cut. The sequence will repeat until the dragline is scheduled to move to a
Wadge pit to open another section of pit. The dragline is currently scheduled to move back and forth
between the Wadge area and the Sage Creek/Wolf Creek areas until the Wadge Pit is finished, and
then remain in the northern Sage Creek/Wolf Creek area until mining is finished.
As the dragline proceeds northward in the Wolf Creek area it will require proportionately more time to
complete each pit and to remove the coal. Just prior to the dragline reaching the edge of the northern Sage
Creek area, scrapers will open a pit of the Sage Creek coal seam and place the overburden over the rough
graded Wolf Creek spoils to the south. Once the Sage Creek seam is removed from the pit, the dragline will
proceed to mine the deeper Wolf Creek seam. This sequence will continue until the northern limit of the
mining block is reached, whereby final reclamation activities will commence.
All mining is expected to be completed by early 2006 when reclamation of all facilities will commence, unless
a bonafide request is made by the landowner to retain certain facilities and the Division approves such a
request. Such a request has been made for Sediment Pond 005, 006 (Tab 16), and a portion of Haul Road
G. The Mine Entrance Haul Road, up to the junction with Haul Road A and the Oil Well Access Road,
is designated as Routt County Road 53C and, consequently, will be left as a permanent feature. SCC
is also requesting that Sediment Pond 017, Haul Road A, the remaining portion of Haul Road G, a portion
of Haul Roads J, K and L, the Oil Well Road, the Coal Carriers Access Road, and the Ridgeline Raad
be retained after mining. Prior to the completion of mining in 2008, and as required by Stipulation 32 to
TR No. 42, SCC will submit a complete technical revision demonstrating that all roads requested to be
retained meet the requirements of 4.03.1 (1)(f), or 4.03.2 (1)(g), as applicable. These demonstrations
will include the draft letter and signed forms approved by the CDMG as part of Stipulation 32 in their
December 22, 2003 letter regarding outstanding concerns on TR-05. In addition, SCC will submit a
complete technical revision demonstrating that sediment ponds 005, 006 and 017, or any other pond
that may be requested in the future, meet the requirements of 4.05.9(13) for permanent
impoundments. Exhibit 20-2 shows the location of these proposed postmining facilities.

PR-05 10 Revised 01/06
