Simpson, P.E.
State Engineer
We have received your March 28, 2005 request for renewal and amendment of the Rich
Pit substitute water supply plan on behalf of Lafarge West, Inc. Additional information was
received July 28, 2005 (water lease agreement) and August 25, 2005 (Table 4). The required
$217 fee has been paid.
PLAN OPERATION
The Rich Pit has been inactive since 2001 and will remain inactive during this plan year.
Ponds created from previous mining activities under this plan cause stream depletions during
the inactive period due to evaporation . This renewal covers pond evaporation from the Active
Pit (17.9 exposed acres), the Unused Wash Pond (0.7 acres), and the Old Aggregate Sales
Area (1.0 acres). You report that the Inactive Pit does not contain any water and will not
generate depletions.
Description
Inactive Pit
Active Pit
Old Aggregate Sales Area
Unused Wash Pond
DEPLETIONS
(DENT No. Location
1406466 NW1/4 Sec. 2
1406470 SE1/4 Sec. 34
1406469 NE1/4 Sec. 33
1406011 SE1/4 Sec. 33
The previous plan was approved through March 31, 2005 under the assumption that the
Active Pit would be maintained in a dewatered state because Lafarge West, Inc. was planning
to reactivate the site. Depletions were estimated in the plan at 22.2 acre-feet. However,
Lafarge West, Inc. was not able to reactivate the site. The Active Pit was not dewatered and
incurred greater evaporation depletions than estimated in the plan. Table No. 4 shows that the
