Emrich, Reclamation Specialist Colorado Mined Land Reclamation Division Colorado Department of Natural Resources 423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 RE: Annual Embankment Inspection Stipulation 17 to Permit No. C-005-80 Dear Ms. Emrich: Stipulation 17 to Permit No. C-005-80 is as follows: "The embankment must be inspected ann;~ally, or within 10 days following any storm whose backwater elevation exceeds the elevation of 6991.1 feet above sea level (10-year, 24-hour maximum storm event's projected backwater elevation), by a qualified Geotechnical Engineer of Engineerin4 Geologist. A letter of certification containing the results of the inspection must be submitted to the Division within two weeks following the inspection". In accordance with this stipulation, I, fti'. Craig Jennings, Colorado P. E. 17720, have inspected the subject embankment on July 6, 1984 and do herewith submit my report of findings: I. t"hronology :1. July la, 1931: F. M. The report concluded that the embankment i.as stable with a minimum static safetu I~ctor of 1.52. The report also recommended reregetation and inspections. E. September 23, 1961: Colorado Permit No. C-005-80 became effer_tivc. C. Fa11 19.41: The embankment was hand seeded in compliance with Stipulation 10 of Permit No. C-005-80. D. June 15, 1982: The annual embankment inspection was con- ducted. Lreather conditions were favorable, skies partly cloudy, tempo ra tore about GS°F. A light rain had fallen nn the evening of Jnne 14th.
