• Topsoil Replacement. Topsoil replacement volumes were based on the volume of material in
stockpiles ac the end of year 2009 The estimated volume in each stockpile was based on
surveys and/or topsoil salvage depth per soil type over a particu Lar area (acresl. In an
effort to arrive at realistic stockpile volumes, topsoil densities were measured in the
field. According to Caterpillar, the swell factor for this type of topsoil would be
around 35 percent from BCY to LCY. The material density , as measured in [he stockpile,
was 2518 lbs/cy. Assuming t his material was compacted Co 90 percent of its original
density, the original density would have been 2510 lba/cy divided by .90 = 2800 lbs/BCY.
To arrive at [he LCY density , take 2800 lbs/BCY divided by 1.35 = 2075 lbs/LCY. The
xopsoll Balance Svamwry Shae[ is based on this density for replacement purposes. FPC
printouts in Attachment 25-2 list the production time and cost associated with each
topsoil stockpile.
The topsoil replacement cost estimate was completed with the aid of Caterpillar's Vehicle
Fleet Production and Coet Analysis Program (FPC). All FPC parameters are listed far each
project area.
• Revegetation
After the topsoil has been replaced, the seedbed must be prepared prior to seeding. This
is accomplished by ripping and discing the seedbed. Seeding is principally accomplished
using a rangeland drill. It was assumed that 7.5 percent of the area would have to be
mulched. Shrub and trees are also planted in designated areas in the reclamation and
reflected in Che coats as shown here. All costs, including fencing, are shown on [he
worksheet. Areas to be revegetated are shown on this ta61e. A revegetation maintenance
Eee of l0 to 50 percent was also included in case any of the seeded areas Eailed and would
have to be reseeded.
It was assumed that all reclamation would be complete up to the fourth spoil pile. I[ was
also assumed that revegetation activities would be conducted from disturbance border to
disturbance border. This would include areas that have only been brushed.
Facility Reclamation
• The following facilities, buildings, structures, and miscellaneous support items would
have to be demolished, disposed, and the area recl aimed if mining operations we to to cease
in the year 2004. The following discusses the reclamation of these structures. The
attached worksheets and tables show the pertinent volume and area calculations.
4 Revised 11100
