ARMY, CORPS OF ENGINEERS, SACRAMENTO DISTRICT <br />' STATE OF COLORADO, DEPARTMENT OF HEALTH /~~~~ / <br />TO WHOM IT MAY CONCERN: <br />SUBJECT: Application for a Department of the Army permit under <br />authority of Section 404 of the Clean water Act (CWA), and for <br />water quality certification under Section 401 of the CWA to <br />discharge fill material in the Gunnison River as shown on the <br />attached drawings. <br />APPLICANT: Whitewater Building Materials Corporation, 940 South <br />10th Street, Post Office Box 1769, Grand Junction, Colorado <br />81502. <br />LOCATION: The project site is located near the Town of <br />Whitewater within Section 28, Township 12 South, Range 99 West, <br />Mesa County, Colorado. <br />PIIRPOSE: To backfill and riprap a highly erodible streambank to <br />prevent further loss of private property and prevent flooding of <br />an existing gravel mining operation. <br />PROJECT DESCRIPTION: The applicant proposes to excavate <br />approximately 1,000 cubic yards of alluvium from a gravel bar for <br />use as backfill against an eroding streambank. The backfill <br />would be placed on a 2:1 slope and armored with approximately <br />1,500 cubic yards of imported 12- to 36-inch diameter riprap. <br />The gravel bar would be uniformly excavated to maintain existing <br />channel capacity along the reach of the bank stabilization <br />project. <br />AREA DESCRIPTION: The project site is located within the <br />Gunnison River riparian corridor adjacent an area which has <br />received considerable disturbance due to past and ongoing gravel <br />and aggregate production. The undisturbed portion of the river <br />corridor is occupied by mature cottonwood trees with an <br />understory of tamarisk and Russian olive and an herbaceous layer <br />of wheatgrass, saltgrass and various forbes. <br />• <br />
