The Pederal action triggering <br />coneul[ation is the Office of Surface Hining's (OSH)'s proposed approval of <br />the nine plan. Be are providing this biological opinion as prescribed by <br />Section 7 of the Endangered Species Act (ESA), 16 U.S.C. 1531 et sue., and <br />the Interagency Cooperation Regulations, SO CFB 402. <br />BIOLOGICAL OPINION <br />The issuance of a permit to allow expansion of the riCH, with the inclusion <br />of conservation measures outlined below, is not likely to jeopardize the <br />continued existence of the Colorado sgnavfish (Pt chocheilue lucius), <br />humpback chub (Gila cypha), and boaytail chub Gila elegana . <br />PROJECT DESCRIPTION <br />OSH intends to approve a proposal by SCHC to continue operating the HCH, <br />located approximately 20 miles north of Loma. As this !e an existing. <br />underground mine, no additional surface disturbance will occur. Based on <br />calculations by OSH, the proposed action will result in a net average amual <br />eater depletion of 1.5 acre-feet from Eaet Salt Creek due to water inflow to <br />the underground workings. Conservation measures, outlined later is this <br />document, are necessary to offset the likelihood of jeopardy for federally <br />listed fishes which may be impacted by project-related water depletions. <br />
