This approval is based <br />on site inspections of February 9, 2000 and May 11, 2000 by you and myself and on the information provided <br />by you. This information included precipitation data from an onsite gage, compaction test data, water sutiace <br />change survey information, and an elevation contour map of the pit. Based on these inspections and this <br />information, the lining of Reservoir B meets the design standard of actual ground water inflows less than 0.03 <br />cubic feet per day per square foot of pit wall plus 0.0015 cubic feet per day per square foot of pit floor. <br />I would specifically note that this approval is only for Reservoir B located in the northwestern portion of the <br />mining area. It does not apply to ReservoirA located in the southern portion of the mining area or Reservoir <br />B-1 located in the northeastern portion of the mining area. Neither mining nor lining has been completed for <br />either one of these proposed reservoirs. <br />Please call me if you have any questions. <br />Sincerely, <br />David L.
