CONTAINMENT AND COUNTER-MEASURE PLAN <br />SOMERSET AND SANBORN CREEK MINES <br />SOMERSET, COLORADO <br />303-929-5122 <br />INTRODUCTION <br />The SPCC Plan for the Somerset and Sanborn Creek Coal Mines establishes <br />methods for the prevention, containment, and handling of oil spills, or <br />epil.ls of other hazardous material. Each storage vessel covered by this <br />plate is currently in use and is described in Exhibit A. The containment <br />provided under this plan should preclude the discharge of any of these <br />materials into the navigable waters of the United States. There have not <br />been any spills at the facility during the preceding three years. <br />SPILL PREVENTION <br />1. General <br />1.1 Care shall be exercised when handling oils or other hazardous <br />materials. <br />1.2 Any leaks, damage, or unusual conditions shall be reported <br />• immediately to the Surface Superintendent or Mine Manager. In <br />the event they are unavailable reports, shall be made to the <br />shift foreman on duty. <br />1.3 Immediate action is imperative in order to prevent or minimize <br />a spill. <br />1.4 It is the Mine Manager's responsibility to ensure that all <br />management personnel who may supervise the handling of the <br />materials covered by this plan are familiar with the pertinent <br />portions of this plan. <br />2. Fuel Oil, Gasoline and Hydraulic Oil <br />2.1 All above ground tanks shall be visually inspected regularly <br />for leaks, damage, or unusual conditions. Any leaks or other <br />damage shall be reported the Surface Superintendent or Mine <br />Manager who shall insure that any necessary repairs are <br />completed as soon as possible. <br />2.2 All above ground tanks shall be located such that they are <br />readily visible to mobile equipment operators. <br />2.3 Fluid levels shall be monitored regularly in buried tanks to <br />detect any unaccountable losses. <br />2.4 Care shall be taken when filling all tanks to minimize the <br />possibility of a spill. <br />• 2.5 Absorbent material shall be maintained on-site for emergency <br />use. <br />
