• CYPRUS YAMPA VALLEY COAL CORP. <br />Permit No. 82RO302F <br />Final Approval <br />Page 4 <br />PARTICULATE EMISSIONS CONTROL PLAN <br />THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR ENFORCEMENT <br />PURPOSES ON THE SOURCES COVERED BY THIS PERMIT, AS REQUIRED BY THE AIR QUALITY <br />CONTROL COMMISSION REGULATION N0.1. THIS SOURCE IS SUBJECTTO THE FOLLOWING EMISSION <br />GUIDELINES: <br />a. Mining Activities -Visible emissions not to exceed 20°,6, no off-property transport of visible <br />emissions. <br />b. Haul Roads - No off-property transport of visible emissions sha{I apply to on-site haul roads, the <br />nuisance guidelines shall apply to off-site haul roads. <br />c. Haul Trucks - No off-property transport of visible emissions except that when operating off the <br />property of the owner or operator, the applicable guidelines shall be no off-vehicle transport of <br />visible emissions. <br />Control Measures <br />• 1. A temporary waste rock stockpile shall be maintained up to 10,000 tons. Permanent disposal of <br />waste rock shall be in the area 2 pit which is under water. <br />2. Above ground conveyors shall be partially covered. <br />3. Above ground conveyor transfer points shall be totally enclosed. <br />4. Water spray bars shall be installed at under ground conveyor transfer points and used as <br />necessary. <br />5. Coal will be loaded into stockpiles by stacking tube. <br />6. Vehicle speed on unpaved roads and disturbed areas shall not exceed a maximum of 30 m.p.h. <br />Speed limit signs shall be posted. <br />7. Unpaved vehicle haul roads on site shall be watered as necessary and shall have chemical dust <br />suppressant IMgCl2 or equal) applied to control fugitive emissions in accordance with <br />manufacturer's recommendations. <br />8. Unpaved haul roads will be covered with gravel. <br />9. Mud and dirt carryout onto paved surfaces shall be prevented by gravelling entryways and limiting <br />load size. Carryout shall be cleaned up as necessary by graders weekly. <br />10. Reclamation works and sequential eMraction of material shall be initiated to keep the total <br />• disturbed areas at any one time to a minimum. <br />1920/9/1 <br />
