Prior to any increase in processing rate, the applicant shall submit an Air Pollutant Emission <br />Notice and Control Plan revision which will be subject to Division review and approval to ensure <br />compliance with the National Ambient Air Quality Standards for particulate matter. Records of the <br />actual processing rate shall be maintained by the applicant and made available to the Division for <br />inspection upon request. (Reference: Regulation 1, III.D.1.b.) <br />Coal loading to or from stockpile shall not exceed 2700 tons per day, 25,000 tons per month or <br />300,000 tons per year. <br />During the first twelve (12) months of operation, compliance with the daily, monthly, and yearly <br />processing limitation shall be required. After the first twelve (121 months of operation, compliance <br />with only the daily and yearly limitations shall be required. Compliance with the yearly processing <br />limits shall be determined on a rolling twelve (12) month total. <br />This activity shall not result in the exceedence of the following emissions of fugitive total <br />suspended particulates (TSP) and fugitive particulate matter of less than ten microns (PM,oI. These <br />emission limits are based on the processing rate listed above. Compliance shall be determined on <br />a rolling twelve (12) month total. The Division assumes that these levels are being met if the <br />. control measures stated in the approved control plan are followed and the stated process rate is <br />~.. r not exceeded. . <br />Total Suspended Particulates: 21.20 tons per year <br />- Particulate Matter IPM,oI: 10.40 tons per year <br />3. Applicant shall install and operate a PM,o monitor in the East Mine area. The location of the monitor <br />to be agreed upon between the Division and the applicant prior to installation. Monitoring shall be <br />started at least 30 days prior to startup of the mine. If the monitor shows exceedence of the <br />National Ambient Air Quality Standard (NAAQSI for PM,o, then the applicant shall implement <br />improved emission controls until the NAAQS is met or shall install perimeter fencing per Chuck <br />Machovec's July 30, 1998 memo to Dennis Myers. <br />Until PM,o data demonstrating compliance with the NAAQS is available from the monitor, public <br />access shall be precluded from the area of concern Ipage 3, recommended permit condition number <br />3., from Chuck's memo) per page 3, next to the last paragraph of Chuck's memo. <br />4. This source is limited to the following maximum number of hours of operation. A log shall be <br />maintained on site listing the actual number of hours of operation per day, and shall be made <br />available upon request to the Division. <br />Hours of operation shall not exceed 16 hours per day. <br />All previous versions of this permit are canceled upon issuance of this permit. <br /> <br />29/8/11 <br />
