Emissions of air pollutants shall not exceed the following limitations las calculated in the Division's preliminary analysisl. Compliance with the annual limits shall be determined on a rolling 1121 month total. By the end of each month a new twelve month total is calculated based on the previous twelve months' data. The permit holder shall calculate monthly emissions and keep a compliance record on site for Division review. (Reference: Regulation 3, Part B, III.A.4) Particulate Matter : ............ 434.7.1 pounds per day, 1.81 tons per month, and 21.74 tons per year PM,o (Particulate Matter< 10 um): 194.3 pounds per day, 0.81 tons per month, and 9.72 tons per year During the first twelve (121 months of operation, compliance with the daily, monthly, and yearly emission limitations shall be required. After the first twelve 112) months of operation, compliance with only the daily and yearly limitations shall be required. Compliance with the yearly emission limits shall be determined on a rolling twelve 112) month total. • The permit holder shall calculate emissions monthly and keep a compliance record on site in order to demonstrate compliance with the above emission limitations. After the first twelve 1121 months of operation, the permit holder shall calculate annual emissions by the end of each month. Annual emissions shall be calculated based on the previous twelve 112) months' emission data. These calculated annual emissions shall be used to demonstrate compliance with the yearly emission limit listed above. 5. Thirteen of the eighteen transfer points shall be fully enclosed. 6. Applicant shall install and operate a PM,p monitor in the East Mine area. The location of the monitor to be agreed upon between the Division and the applicant prior to installation. Monitoring shall be started at least 30 days prior to startup of the mine. If the monitor shows exceedence of the National Ambient Air Quality Standard (NAAQS) for PM,a, then the applicant shall implement improved emission controls until the NAAQS is met or shall install perimeter fencing per Chuck Machovec's July 30, 1998 memo to Dennis Myers. Until PM,o data demonstrating compliance with the NAAQS is available from the monitor, public access shall be precluded from the area of concern (page 3, recommended permit condition number 3., from Chuck's memo) per page 3, next to the last paragraph of Chuck's memo. 7. This source is limited to the following maximum number of hours of operation. A log shall be maintained on site listing the actual number of hours of operation per day, and shall be made available upon request to the Division.
