S. Steel Mininq Co., <br />Inc. has reviewed your proposed clean-up plans for Hubbard Creek. You <br />are authorized to proceed with the clean-up work in accordance with the <br />plans as approved by the Colorado Mined land Reclamation Division. All <br />work conducted on United States Steel Corporation land must be performed <br />in compliance with all applicable Federal, State, and Local laws, rules, <br />regulations, and ordinances. Blue Ribbon Coal Company is responsible <br />for obtaining any necessary permits prior to conducting work. Blue <br />Ribbon Coal Company must assume the responsibility and any resulting <br />liability for the work conducted on United States Steel Corporation <br />property. <br />Please be advised that any fill material placed in Hubbard Creek may <br />require a 404 permit from the Army Corps of F~gineers and a 401 permit <br />from the Colorado Department of Health.
