Industry Description: <br />This facility is an underground coal mining operation. During 1985, <br />the permittee informed the Division that post-mining conditions were <br />applicable, since the mine had ceased active operations and the area <br />served by the sedimentation pond had been backfilled, graded and <br />returned to the desired contour. Thus, past-mining limitations and <br />monitoring requirements apply to discharge point 001. <br />No landfills or ore tailings are located near this facility. There <br />are no public water supply intakes within 5 miles downstream of this <br />discharge. <br />V. TERMS AND CGNDITIONS OF THE PERMIT: <br />The permittee is encouraged to read the general rationale for an <br />understanding of how this permit was developed and read the permit to <br />see what requirements exist. In the permit, post-mining area effluent <br />limitations are specified in Part I.B.1.Cb), (c), (d), and (e); <br />monitoring requirements are specified in Part I.B.2; and special <br />notification requirements for effluent violations are addressed in Part <br />II.A.3. Salinity (TDS) monitoring of the discharge will be required. <br />Total Phospohorus monitoring is not required. <br />Previously, a Spill Prevention Control and Countermeasure Plan (SPCC) <br />dated March 7, 1986 was submitted. Far this renewal permit, an update <br />of this Materials Containment Plan is not required. However, diking <br />should be performed as discussed on page 9 of the general rationale and <br />in Part I.B.l.Cc)4 of the permit. In addition, the existing SPCC Plan <br />should continue to be followed to ensure that spills are controlled and <br />do not impact the area. <br />Based on the above information, Colorado Yampa Coal Company is certified <br />to discharge under the general permit for coal mining facilities, <br />identified as permit number COG-850000. All correspondence relative to <br />this facility should reference the specific facility number, <br />COC-850013.
