~```'Lo
~~`v
``
April 26, 2002
Ms. Carla Lenkey
Colorado Department of Public Health and Environment
Water Quality Control Division -Permits and Enforcement
4300 Cherry Creek Drive South
Denver, CO 80222-1530
RE: PERMIT CO-0027154: 1st QUARTER & March 2002 DMR SUBMITTAL
Dear Ms. Lenkey:
RECEIVED
MAY 0 12002
Division of PAinerals and Geology
Enclosed, please find the above referenced March discharge monitoring report (DMR) for the period March 1, 2002 through
March 31, 2002. During this period, only ponds A (Outtall 001), B (Outtall 003), D (Outfall 005), and E (Outfa11006) discharged
to Foidel Creek. No permit excursions were noted for the December 2001 period. Outfalls 001, and 006 discharged each
week of the period. Outtalls 003 and 005 discharged during the weeks of March 11~", 18v' ,and 25t". Note that monitoring
personnel inadvertently listed a sample as being collected for Outfall 005 on our NPDES tracking sheet (during the first week
of the period), when there was actually no flow at that site. This error was not detected during the month, and as a result, only
one sample. was collected for Outfall 005 during March instead of two. In reviewing the historical data, Outfall 005 has had no
excursions during 2000, 2001, and through the first two months of 2002. In addition, two samples have been collected from
005 during April 2002, with analytical data indicating no excursions. As such, TCC is of the opinion that no significant
environmental impact occurred at this site in March.
A Quarterly Whole Effluent Toxicity (WET) test was conducted far Outfall 001 in January 2002. This test indicated that the
effluent was acutely toxic to Daphnia magna survival. Accelerated WET testing was subsequently conducted in February.
Two consecutive accelerated tests were determined to be acutely toxic to Daphnia magna survival. As a result, Either PTI or
TIE testing will be performed within the second quarter of 2002.
A Quarterly Whole Effluent Toxicity (WET) test was conducted in February, 2002 for Outtall 005. This test indicated that the
efFluent was not acutely toxic to Daphnia magna survival, therefore Outfall 005 is in compliance. Note that the preprinted DMR
indicates acomposite-3 sample type, however this acute WET test only requires a single grab sample.
Outtalls 002, 004, 007, 008, and 009 did not discharge; and therefore had no chemical tests during this period. Outfall 020
has not been constructed yet; therefore there is no discharge to enable chemical testing to date. Points 010, 016 and 017
have been eliminated from this permit. In order to reduce the amount of paper work, the following certification will be
substituted for the actual DMR forms to cover the outtalls, which did not discharge.
CERTIFICATION
I certify under penalty of law that 1 have personally examined and am familiar with the information submitted herein; and
based on my inquiry o1 those individuals responsible for obtaining the information, 1 believe the submitted information is
true, accura e, an complete. am away
possibility of fine and impn'sonment.
