General Limitations i) Stormwater which mixes with process water or mine drainage is subject to effluent limitation guidelines. ii) Stormwater discharges from acrive or inactive mining operations activities shall not cause or threaten to cause pollution, contamination or degradation of State waters. iii) Bulk storage structures for petroleum products and other chemicals shall have adequate protection so as to contain all spills and prevent any spilled material from entering State waters. b. Stormwater Management Plan -Contents and Requirements A current Stormwater Management Plan (SWMP) shall be maintained for the portions of the ID-7 Mine and ID-9 Mine sites that are covered by this secfion of the permit: The SWMP shall be prepared in accordance with good engineering practices. (The plan need not be completed by a registered engineer.) The plan shall identify potential sources of pollution (including sediment), which may reasonably be expected to affect the quality of stonuwater discharges associated with the mining operation. In addition, the plan shall describe and ensure [he implementation of best management practices (BMPs), which will be used to reduce the pollutants in stornwater discharges associated with mining activity and to assure compliance with the terms and conditions of this permit. Pemuttees must implement the provisions of their SWMP as a condition of this permit. The Division reserves the right to review the plan, and to requue additional measures to prevent and control pollution as needed. SWMPs that were prepared in accordance with requirements in the previous version of the permit need not be amended to conform to the SWMP format in this permit. The SWMP shall include the following items, at a minimum; i) Descriotion of Mining Activities The plan shall provide a narrative description of the mining and associated activities taking place, or having taken place in the past, at the ID-7 Mine and ID-9 Mine sites which affect or may affect Stormwater runoff intended to be covered by this permit. The narrative description shall report the total acreage within the mine site and an estimate of the number of acres of disturbed area. A general description of the location of the mining site relative to major transportation routes and communities shall also be provided. ii) Area Subiect to Effluent Limitations Guidelines The SWMP shall describe the portion of the mining site which contributes nuroff to areas subject to effluent limitations guidelines contained in 40 CFR subchapter N.
