Monitoring (Continued) <br />2. Discussion of Changes in Monitoring: Monitoring requirements for this facility, with the exception ofTotaT Radium <br />226+228, dissolved Radium 226 and WET testing requirements, remain unchanged from those found in the prior permi[. <br />The Division had previously determined that mare frequent monitoring (weekly) was necessary jor the radian: <br />parameters because ofradium violations that had occurred during an earlier renewal period Since there have not been <br />any exceedances of the radium limitations during the last five years, this renewal retunes the monitoring frequency for <br />the radium parameters to a monthly basis. <br />Ina 1996 amendment to the permit, the Division had reduced the acute WET testing to a semiannual frequency on an <br />alternating basis, where tests for Ceriodnnhnia species were performed semiannually for the period of July 1 through <br />December 31; and tesu jor fathead minnows (Pimeohales oromelas) were conducted semiannually for the period from <br />January 1 through June 30. G[ven that the Cotter Corporation has demonstrated compliance with acute WET tests since <br />the previous renewal permit, this renewal permit eliminates the requirement to conduct acute WET testing. <br />C. Reporting <br />Discharge Monitoring Reoort: The Cotter Corporation must submit a Discharge Monitoring Report (DMR) on a <br />monthl basis to the Division. This report should contain the required summarization of the test results jor parameters <br />shown in Table VI-3 and ParK LB.1 of the permit. See the permit, Part LE.1. for details on such submission The US <br />Environmental Protection Agency (EPA) no longer requires submittal to them ofduplicate copies of discharge <br />mom'toring reports for minor faciliY['es. Therefore, the EPA Region VIII has been eliminated from Part LE 1. of the <br />permit (Routine Reportng ofDnta). <br />2. Soecta/Reports: Special reports are required in the event of a spill, bypass, or other noncompliance. Please refer to <br />Part LE. of the permit for reporting requirements. As above, submittal of these reports to the EPA Region VIII is no <br />longer required <br />D. Additional Terms and Conditions <br />1. Signatory and Certification Reauirements: Signatory arvd certification requirements for reports and submittals are <br />discussed in Part IE.6. of the permit. <br />2. Comoliance Schedules: <br />a. Materials Containment Plan: The permittee has previously submitted an engineered spill plan with the permit <br />application. An update to the plan is required to be filed within 90 days of the permit effective date, detailing all <br />changes that hove occurred since the original submittal. If no changes have occurred, a letter to this effect is <br />required. For speck requirements, refer to Part LD.I. of the permit. <br />E. Specifrc Compliance Requirements <br />1. Submissions to the Division: The following are specific compliance items that require permittee action.
