COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Quality Control Division
Rationale -Page 3, Permit No. CO-0036251
!V. FACILITYDESCRIPTION(CONTINUED)
B. Wastewater Treatment Description
Under previous permits, waterpumped from both the Cotter JD-7 and JD-9 mines has been treated for the removal of radium by
the nddition of barium chloride, followed by precipitation and sedimentation in settling ponds at eadi mine site. The
supernntnnt from the wastewater treatment processes went to a series ofsettling ponds at each site, and the ponds ulrimately
discharged to unnamed tributaries ofthe Dolores River. Since the issuance ofthe Inst permit, Cotter Corporation has ceased
dischm~ging from the JD-7 mine, the dewatering pump has been removed and the wastewater treatment facility is on standby
stahzs. The JD-9 h•eatment plant is active and dewatering from the JD-9 mine worln'ngs continues. Water from the JD-9 mine is
still pumped to the surface, treated with a 3% barium chloride solution, and then allowed to precipitate and settle izz nvo
hypnlon-lined ponds. Any waste sludge removed from the lagoons will be characterized prior to being transported to the Cotter
Corporation Canon City uranium mii[ing facility for disposal in the tailings impozmdments nt that locaton. The Cotter Cnnyon
City Mill Disposal site is a licensed radioactve materials disposal site under the jurisdiction of the Rndiahon Conh~o[ Division
of the Colorado Depm~tnetzt ofPublic Health and Environment.
The Cotter Corporafion maintains magmeter flow measurement devices at outfnlls 00! and 002; effluent florov measurement is
also provided by 22.5 degree Rnotch weirs with stnffgauges.
Pwsuant to the authority ofArticle 9, Title 25, Regulations for the Certificaton of Water Treatment Planr and Wastewater
Treatment Plant Operators, this facility will require a certified operator.
V.
