• • - .~
-5-
Exhibit D - Reclamation Plan (continued)
2. Specify the maximum gradlent.of reclaimed 'slopes (horizontal vertical),
We recommend 3:1 or gentler for purposes of stability and revegetation
establishment.. If you propose steeper slopes you should Include a
~ustiflcation that supports the proposed post-mining land use and demonstrates
compliance with the applicable perfonmance,,standards of Rule 6.
3. Specify the thickness of ~topsoll;,to~•be,replaced. We recommend using at
least 12 inches of topsoil material to enhance root penetration and hasten
revegetation. (sal l'firn ~,;, rp •: ~Q~ sus t3ev ~~ ags4i ,. ~~~ron
4. Specify when the site will be seeded - late fall'or early spring. Note
how the seedbed will be pprepared to eliminate compacted conditions (e. g.,
plowed, chiseled. dlsced). Note whether fertilizer will be utilized, and if
it will, then note the type of fertilizer, application rate and how it will be
incorporated into the soil. ;,,.,;,
5. Specify the grass, forb „shrub and tree, specles to be planted and the
applicable quantities. Specify the quantity of each grass and fort species as
pounds of pure live seed per acre and the number of each species of shrubs and
trees per acre. _ ~.
6. Specify the application method, for grass and fort seeding. If the seed is
to be broadcast. the application rate should be twice the rate required for
seed drilling. and the seed should be raked or harrowed after application.
7. Specify the kind of mulch to be used and~rate of application.
8. Specify any ponds. streams, roads and buildings that will remain after
reclamation. These features must be shown on the Exhibit E - Map. If ponds
are part of the reclamation plan. the slopes can not be steeper than 2:1,
except from 5 feet above to 10 feet below the expected waterline where slopes
can not be steeper than 3:1. Where wildlife habitat is the proposed future
land use, shore lines should be irregularly shaped to promote a diverse .'
wildlife habitat. ~
9. Specify the reclamation treatment of ar1Y waste rock dumps, tailing
impoundments, underground mine openings, buildings and other features
specified 1n your mine plan but not previously addressed in the reclamation
~;, plan narrative. This should describe the measures taken to minimize
disturbance to the hydrologic balance. prevent off-site effects, and provide
for a stable configuration consistent with the proposed future land use.
10. The maximum amount of financial warranty fora Limited Impact Operation is
E5000.00.* If you wish to commit to a E5,000.00 financial warranty, then you
do not need to provide an estimate of reclamation costs. If you want to post
a fTnanclal warranty 1n a lesser amount, then you must provide an estimate of
the actual costs to reclaim the site based on what it would'cost an
independent contractor to complete reclamation including unit costs for the
following activities as appropriate to the operation: backf1111ng, grading,
topsoil application, seeding. mulching, fertilization, and labor.
* The Board will assess a financial warranty not to exceed E15,000.00 for any
mining operation which uses cyanide compounds in a leaching process.
