The request <br />provides for the construction and operation of a rail siding, stoker coal <br />storage and loading area, sediment control structures and a topsoil storage <br />area. ' <br />incidental permit boundary revision. <br />This request is submitted as a Technical Revision to the Colowyo <br />Permit in compliance with Rule 2.08.4 Revision to a Permit, because there <br />will be a change in regulated facilities which wi also require an <br />The need for a stoker loading facility was previously discussed <br />in our February 23, 1983 letter regarding a temporary stoker coal loading <br />facility. In that letter we mentioned that the construction of a future <br />permanent loading facility was contingent upon obtaining additional stoker <br />coal contracts. Colowyo has obtained those necessary contracts which now <br />require a larger, more permanent loading facility. <br />The necessary air emission permits, Nos. 83 MF 212-1 & 2 have <br />been obtained from the Colorado Department of Health for this facility. <br /> <br />
