Dear Mr. Azcarraga:
DMG has completed the preliminary adequacy review of your application fora 112c permit for the 20 Road
Gravel Pit. The application cannot be approved until the following issues are adequately addressed. Please
submit a response to the following issues as soon as possible, but no later than December 30, 2005 so the
decision due date set for January 9, 2006 can be met. If you cannot respond by December 30, 2005 please
submit a written request for extension of the decision date. If your response, or an extension request, are not
received by December 30, 2005 this application may be denied.
ADEQUACY ISSUES

1. Please revise item no. 9 on the application form to indicate the quarter section as SW and the quarter-
quartersection as NW as this is the location indicated on the maps and legal description provided.
2. It appears that the current land use for the site is rangeland, as no sign of industrial use is evident.
Please revise the item no. 13 on the application form accordingly.
Exhibit C -Pre-mining and Mining Plan Maps
3. Please submit, on Exhibit C maps, the information required by Rule 6.4.3 (a) and(g)
4. Please show the location and features of the proposed facilities area and differentiate between
overburden and topsoil stockpiles.
5. If phased mining is to be conducted, please show the phases on the application maps.
6. Please ensure all maps are signed and dated by the qualified preparer.

7. Please revise the weed control plan in this section to indicate weed control will be implemented
on all affected areas of the site during the entire life of the mine.
8. Please specify and commit to a maximum volume for the used, unprocessed asphalt and
concrete stockpiles and include disposal costs for the piles in Exhibit L.
