In 1993, Summit County was provided with an opportunity to review and <br />comment on a mining reclamation permit application submitted by Alpine Rock, Inc. for aggregate <br />mining activities in the Swan River drainage basin.. One of the comments made by the County at that <br />time was a recommendation that the Division include _a condition to the permit that required the <br />monitoring of water quality. <br />Upon further evaluation of the activities associated with mining permit M-1993-035, Summit County <br />recommends that the condition requiring water quality monitoring be removed from the list of conditions <br />associated with the reclamation permit. Several factors were considered in reaching this <br />recommendation including: ° <br />1. At the time the original permit was being considered, the County did not have adequate resources to <br />study the specific location of aggregate mining relative to potential sources of contamination. Based <br />on the Targeted Brownfields Assessment of the Royal Tiger Mine and Miil Site, completed by <br />CDPHE, aggregate mining activities do not appear to be a significant source of water quality <br />concern. <br />2. At the time the original permit was being considered, the County was seeking assurance that dredge <br />material would not be a source of contamination. The quality of the dredge material is now better <br />understood and is unlikely to be a substantial source of contamination. <br />3. The County has received no complaints, nor has been required to take any action, relative to the <br />above referenced permit. <br />4. The County is part of a venture to improve water quality in the Swan River. This project is being <br />undertaken under the auspices of EPA authority and specific guidance of a Voluntary Clean Up Plan <br />(VCUP). The VCUP has outlines specific measures to address water quality which are currently <br />being constructed. The VCUP measures are designed to address the most relevant sources of water <br />quality concern (e.g., former underground mines, tailings and mill sites). <br /> <br />
