underground mining operations. These varied from large operations .such. es those found <br />near Mount Morris end oak Creek to localized small operator mines located in seams <br />outcropping in the formations exposed in steep hillsides end canyons. <br />Only one site within the permit area has been, previously mined. The site was a small <br />underground operation in a steep southwest facing slopes in NW'/.NWwN E'A of Section 30 TSN, <br />R87W., The mine was operated by a Mr. Ottenberg in the 1920's and then abandoned. No <br />other mining activities have taken place on the proposed permit area. This site is <br />described in Tab 5, Cultural Resources. <br />Local Land Use Plans <br />Routt County. The Rout County Master Plan was officially adopted in December of 1980. <br />The adopted plan builds on comprehensive planning done back in 1974 and is structured to <br />respect the established patterns of land use end to consider the best ways to solve <br />expected problems of future county growth and development. This Master Plen outlines <br /> poli c.ies designed to guide future development in the unincorporated portions of Routt <br /> County. <br /> The plan is general and gives broad recommendations for the use of land in Routt County. <br /> The plan is designed for flexible guidance rather than rigid control. Land use policies <br />are specified for four major areas of concern including: urban development; rural <br />development; mineral resources; end hazards to development. The goal pertaining to <br />mineral resources states that: "Exploration and extraction of minerals should take place <br />prior to any other developments being constructed that would permanently prevent mineral <br />exploration or extraction unless exploration or extraction of said minerals could cause <br />significant danger to public health and safety, or unless the economic value of the <br />minerals is less than the value of another existing or requested use." <br />Routt County Master Plan Map N1 indicates the location of Mineral Resources and Growth <br />Centers. A Mineral Resource Area is defined es: "An area in which minerals are located <br />in sufficient concentration in veins, deposits, bodies, beds, seams, fields, pools, or <br />otherwise, as to be capable of economic recovery." The term includes, but is not limited <br />to, any area where there has been significant mining activity in the present; where mining <br />development is planned or in progress; or where mineral rights ere held by mineral patent <br />or valid mining claim with the intention of mining. The Yoast Mine permit area is <br />included as an area of "Strippable Coal Potential". <br />11 <br />
