Disturbed areas around <br />these ponds will be reclaimed; however, until groundcover effectively stabilizes <br />disturbed soils Best Management Practices (BMPs) will be implemented to prevent <br />sediment from reaching waters of the State. Zone D-1 drains to the eastern-most outfall <br />(001) directly to Parachute Creek. Zone D-2 is agrass-covered region outside the <br />process area that will drain to the western-most outfall (003) directly to Parachute <br />Creek. Zones D-1 and D-2 will not drain or come in contact with process water. Zone <br />D-3 is divided into several smaller drainage basins that drain into an existing storm <br />sewer system and then to an on-site stormwater retention pond. Zones D-4, D-5, and D- <br />6 are divided by ditches that flow to a main ditch along the southernmost boundary of <br />the facility, which empties into the stormwater retention pond. All drainage zones <br />within the process area will drain to a stormwater retention pond. The stormwater <br />retention pond is designed to hold the 24-hour 100-year storm event. Solids will be <br />allowed to settle in the retention pond and decant water will be discharged to Parachute <br />Creek (outfall 002) if this water meets water quality standards as established by the <br />State. <br />1.4 Location and Description of Non-stormwater Components of Discharge <br />1.4.1 Piceance Site <br />There are no non-stormwater components of discharge for the Piceance Site. <br />1.4.2 Parachute Site <br />The two outfalls at the Parachute Site that discharge directly to Parachute Creek will be <br />composed entirely of stormwater. Zones D-1 and D-2 outlined in Figure E-2 show these <br />outfalls and the portions of the site they drain. stormwater collected in the process <br />area, outlined in Figure E-2 as Zones D-3, D-4, D-5, and D-6, could come in contact with <br />pollutants at several locations and would fall under the category of process water as <br />defined by the State. All stormwater collected in these areas will be directed to and <br />stored in a stormwater retention pond, preventing this water from reaching waters of <br />the State. <br />Facility wash-down water will drain to a sump inside the process buildings where it <br />will be pumped back into the process stream. Any wash-down water in excess of the <br />capacity of the floor drain system will be discharged via an overtlow to the stormwater <br />drainage system and from there to the stormwater retention pond. All load-out areas <br />will be covered and designed to contain spills that result from the loading and handling <br />of product in these areas. Floors within the load-out areas will function as pits <br />equipped with sumps to safely retain and remove spilled material. Due to the nature of <br />the product, load-out areas may have a small quantity of product escaping the <br />enclosures as dust.
