tr I <br />Energy Fuels Mining Company ' <br />Raton Creek Mine <br />I I <br />STORMWATER MANAGEMENT PLAN I I <br />1. Introduction ' <br />Energy Fuels Mining Company ("Energy Fuels") conducts coal mining operations at theRa n. <br />Creek Mine located in Las Animas County, Colorado. Energy Fuels was issued CDPS Permit No. COG- <br />850032 in January, 1993, for the mine site and rail loadouts. <br />CDPS Permit No. COG-850032 requires development and implementation of a Stotmwater <br />Management Plan (SWMP) for ttie facility governed by the permit. The SWMP addresses stormwater ntnoff <br />control from coal mine facility areas outside the coverage of diversion ditches end sediment ponds required <br />by the facility's Division of Minerals end Geology (DMG) permit. <br />2. Minine and Associated Activities <br />Energy Fuels operates the Raton Creek Mine and two associated railroad coal loadout sites: The <br />mine site is located approximately 3 miles south of Trinidad and east of Interstate I-25. The mine site <br />includes approximately 1327 acres of permit area of which 28.6 acres are disturbed. The Raton Creek Mine <br />is an underground mine with a small surface facility area containing one sediment pond and essociazed <br />drainage control structures. ' <br />Raton Creek's railroad loadouts are located in the City of Trinidad railroad yards both north end <br />south of Liodeo Avenue. The two loadouts mentioned above incorporate three separate leased areas on'the <br />Santa Fe and Burlington Northern railroads. These loadout lease areas are referred to ar Santa Fe Na. 1 (SF <br />No.l), Santa Fe No. 2 (SF No. 2), and the Burlington Northern (BN). The total loadout permit area <br />encompasses approximately 6.3 acres of which 6.3 acres are disturbed area. <br />The mine and loadout facilities suspended operations in May, 1990. During 1991, Energy Fulls <br />filed a notice of Permanent Cessation of Operations to the DMG. From this time to present, Energy Fuels <br />has proceeded with limited reclamation activities in all the mine facility areas. With the exception of, the <br />loadouts, current reclamation of the site does not constitute development of stornrwater control plans <br />pursuant to the "post-mining phase" criteria. i <br />3. Facility Mao ~ ' ~ <br />Two site maps ere attached to this plan entitled 'Stormwater Management Plan-Mine Site Map'I, end . <br />'I-oadout Facilities-Stormwater Management Plao Site Map" and are made part of the SWMP by this <br />reference. These maps show the mine and loadout areas, including access roads, surface water features, <br />drainage boundaries, and all drainage and sediment control structures.
