In accordance with Rule 4, Part 4.03.I(1)(d) of the Rules and Regulations
of the Colorado Mined Land Reclamation Board pursuant to the Colorado sur-
face Coal Mining Reclamation Act 34-33-I01 et seq., I, Warner Craig Jennings,
hereby certify that, to the extent possible, Seneca II Mine Raul Road E2
was constructed according to the approved design dated 5-20-81. Minor field
adjustments in horizontal and vertical alignment were necessary during con-
struction to compensate for unanticipated natural conditions, achieve the
flattest practical grade, limit the disturbed area, and construct an align-
ment consistent with the existing and reclaimed topography. To the best of
my knowledge and belief, field adjustments made during construction did not
exceed the limitations of grade or slope prescribed under the Rules and
Regulations.
