Mr. Jack Varra
September 4, 1980
Page Two
Exhibit E
Our staff should be provided with a proposed reclamation seed mix such
that we may evaluate and comment upon It. The SCS should be able to
recommend such a seed mix for this site. The planting of some trees
such as cottonwoods or willows around the edges of the ponds shouldebe
considered for proper site reclamation. (See ny comments, Exhibit ;)
cxljibit G
1 . Please see the copy of the letter from the Division of 'dater Resources
(enclosed) evaluating this operation. The Board will be guided by the
reconsnendations In this letter concerning water. However, in the past,
the Board has considered proof that required well permits, etc, are
being sought as adequate for permit approval . I will need an answer
to all four of the questions asked in this letter for the perieit
appiieation to be considered adequate.
c. How is the dewaterinq of active pits to be accomplished? (See Exhibits
C and D, questlon z, above)
3. There must be some water that is carried away with the product when
it is removed. Quantify the amount of this water. This water 'rust be
included as part of an industrial consumptive use during mining.
ixhibit li
Is Varra committed to the recommendations of the Colorado Division of YIN-
life as part of their ioining and reclamation plans? Specifically, are.
whiimur,i operations planned for the periods of n,3a!k wildlife use d{e.scribed
in the letter (your exhibit 6i )? F,lso, the planting of some trees anal/or
shrubs along the pond shores would help to provide the variety of habitats
recommended by 'Wildlife. Please clarify this matter.
Exhibit_ L
Our staff Feels that your reclamation costs are quite fair and will recom-
mend a bond of S139,500.00 to the Board.
Exhibit h
hn NFOES permit from the Colorado Division of Health may be necessary if
there is a point discharge to the St. Vraln as a result of this operation.
Proof of publication and notification of adjacent landowners appear to be
adequate.
1 have tried to make my review as comprehensive as possible in order to expedite
the permitting process. if I can answer any questions or clarify any of my
conaaents, please call me. I anticipate that we can settle these issues and still
be ready for the September 24-25 Board meeting (to be held in the City Hall
Council Chambers, bO6 Cooper Av. , in Glenwood Springs) .
oincerely,
Mark S. Loye
Reclamation Specialist
Enclosure
MSL/jm
