Because the <br />permit area occurs in a mapping unit of <br />Blakeland loamy sand that has considerable <br />wind deflation, it is highly likely that the <br />"topsoil" was already gone due to wind <br />erosion. The Soil Survey of E1 Paso County <br />Area, Colorado, soil map, Sheet No. 9, <br />indicates two major areas of wind deflation. <br />Additional photo interpretation and field <br />investigation indicate an extensive area of <br />wind deflation (about 15 AC> has occurred. <br />Most likely the topsoil did not exist prior to <br />the previous operator disturbing the area. <br />The "stripped" 20 acres of topsoil was not <br />stockpiled. Its history is not known. <br />Your calculations are correct but this <br />material does not exist. However, due to the <br />nature of the soil on site enough material of <br />a loamy sand texture should 6e available to <br />cover the deflated area 4 to B inches deep. <br />With soil analysis, mulching (crimped), and <br />amendments as necessary, it is felt reclama- <br />tion will be successful. Topsoil remaining on <br />the non-deflated non-disturbed areas will be <br />stockpiled. Topsoil or loamy sand (which is <br />the texture of the original topsoil) removed <br />in subsequent operations will be used to <br />reclaim previously disturbed areas, Loamy <br />sand and topsail will be mixed as most physi- <br />cal and chemical parameters are expected to be <br />similar except for original matter. <br />2.
