Gross
Field Manager
Bureau of Land Management
Kremmling Field Office
1116 Park Avenue
Kremmling, Colorado 80459
(970) 724-3437
Re: Kerr Coal Company -Borehole Reclamation Plan
Dear Ms. Gross:
JAN 0 5 2000
Division of Minerals & Geology
In response to your letter of November 7, 1999 and my subsequent conversations with Jim
Perry of your office, we have reviewed available documentation for historical exploration
activities on the referenced lands and have developed the accompanying Borehole Reclamation
Plan. As noted in your letter and consistent with the information Jim provided and our own
review, there are at least 47 boreholes in the subject area and possibly more. Documented
borehole locations and designations are shown on a map (Map 857KL-1, Federal Coal Lease -
Exploration Boreholes) which is currently being finalized and will be provided under separate
cover. While the majority of these boreholes were completed by Kerr in conjunction with
historic coal exploration activities, it appears that some were completed by other entities. I[ is
Kerr's intent to identify, plug, and reclaim all boreholes completed by Kerr for which there is
no continuing beneficial use. As an integral patt of the plan, Kerr will identify any wells that
may have continuing beneficial uses (monitoring or water supply) and provide justification for
well retention and future use for BLM review and concurrence. Kerr's proposed borehole
reclamation plan consists of the following components:
• Field reconnaissance and inventory of wells
• Determination of potential for beneficial use
• BLM review and concurrence on well retention for beneficial use
• Well plugging and reclamation
Details for each of [here plan components are provided in the accompanying plan.
P.0.
